Requirements

The Consulate of Panama in London will issue a Title Endorsement with the same capacity, function, level, limitations and validity of the license attached to the application for Panamanian Title Endorsement. This license must have been issued by the maritime authority of a country within the white list published by the International Maritime Authority.

Note: This is just to clarify that the licences rank Able Seaman (A/B) and Oiler will be issued only if the applicant submit the watch-keeping certificate Reg. II/4 and or III/4 under the STCW95. Otherwise they will no be able to qualify for the license requested. Their only position to obtain would be Ordinary Seaman (O/S) or Wiper.

The rank Bosun and Motorman do have to comply with the requirements of the A/B and Oiler.

To obtain the position, as Bosun need all the requirements of AB plus 24 months sailed

Oiler requirements plus 24 months sailed to obtain Motorman license.
A/B and Oiler requirements plus 12 months as A/B and 12 months as Oiler to get the General Purpose (GP) license.

This position must comply with point V of the Instructive, and regulation VI/1 of the STCW 95.

The Medical Fitness certificate must be issued by a doctor recognised by the maritime administration of the country, authorised to carry out examinations of seafarers. Our Consulate is obliged to request from the maritime authority of that country a list of the authorized doctors and send a copy of its respective Documentation Regional Centre London and to the Certification Department of Panamanian Maritime Authority.

Note: Upon submitting the application form, originals must be compared with the copies and stamped vistas. If the original is not submitted, the copy must be legalised by a notary public or a solicitor.

Deliveries of the CT and Seaman Books are done at your cost. We are unable to arrange for couriers, bikes, or postal stamps for delivery of the books to be charged to our account.As an alternative, please indicate your COURIER ACCOUNT NUMBER and we can send the books back to the designated address at your cost.
You may also make your payments by sterling pounds; please contact the Consulate with regards to this.

Certificates

The Consulate General of the Republic of Panama in London, England will issue an Endorsement for all seafarers on board a Panamanian register
vessel attesting the recognition of a certificate with the same capacity,function, level, limitations and validity of the Licence attached to the
application of endorsement of a Panamanian Certificate.

The issuance of the Transitional Certificate allows officers and ratings to work on board a Panamanian vessel for a period no longer that 90 days with
their home country licence.

After the transitional License is prepared all the documents are forwarded to the Regional Technical Office in London, who will provide the seafarer with the fullterm seaman’s book.

Following instructions in accordance with STCW 78/1995 Convention, as from November 10  2001, Merchant Marine Consulates will only accept
application forms for Endorsement of Title complying with the 1995amendments of the STCW 78 Convention.

Any License for revalidation must have been issued by the Maritime Authority of a country within the “White List” published by the International Maritime Organisation.

Registration Procedures

Preliminary Registration of Title/Mortgage

The procedures for the registration of Preliminary Registration of Mortgage and Title Deeds are straightforward so that the whole process can be expeditiously completed. Preliminary Registration may be requested at Panama Consular Offices abroad. An appointment must be made for this purpose.

The procedure takes only one business day. Provisions have been made to allow the preliminary registration of mortgage and title deeds after working hours. For this purpose the interested party must arrange an appointment at least 2 days in advance. The ship owner can be assured by the acceptance by the United State, Far Eastern and European banks of the Panamanian mortgage, providing satisfactory security. Hence the Panamanian Ship Mortgage, once registered, grants a right in rem to the mortgagee. The encumbrance follows the ship even when sold. The mortgagee thus has a right to pursue, attach or have the ship sold in order to collect his credit, with preference over the creditors of lesser standing.

CLC’92 Certificates

The Consulate of Panama in London, duly authorized by the Directorate General of Merchant Marine of the Republic of Panama, is issuing CLC’92 Certificates to all vessels including those who are not part of this Convention, provided the vessels are registered in a country that is part of the Convention CLC’92.

For this purpose interested parties must provide us with the following:

1. Original Blue Card of the P& I Club (in accordance with the CLC’92 agreement).

2. Supporting document from the maritime administration relevant to the vessel concerned and through which CLC’92 certification is being applied for.

3. Cheques (drawn on any local bank) payable to the “Consulate General of Panama” for the cost of this new Cert. UK £ 120.00 Net (Decree 75- for Consulates inclusive).
For overseas companies, it is important to use CHAPS TRANSFER method of payment.

As soon as this office receives all these requirements we will process the documentation promptly  and forward you the certificates which vessels must carry.

Please add to your payment £50.00, if you would prefer us to send the certificate via courier delivery.
